Department of Energy?s (Department?s), Office of Project Management (PM) intends to contract with PSI, LLC for support service to administer tests nationwide for the Department?s Project Management Career Development Program (PMCDP).

The Office of Project Management is charged with the task of providing a career development program for the Department?s Federal project management personnel.

The existing Program, implemented in 2003, is called the Project Management Career Development Program (PMCDP) and offers training in project management leading to certification for Federal Project Directors (FPDs).

PM accomplishes this task through a competency-based developmental program that measures candidate progress and competence through training, experience, and developmental activities.

The Program has evolved over the years, adding additional training and requirements.

The Program has 17 core curriculum courses that are mostly custom-built as well as 13 elective courses at the first three levels; there are four levels of FPD certification.

For selected courses, participants will have the option to test remotely to satisfy course prerequisites or "Test-Out" of curriculum courses to demonstrate competence that meets or exceeds the content expectations associated with the knowledge examples in the Certification program.

The objective of this requirement is to obtain expert services that will supply Office of Project Management, Project Management Career Development Program with the capability to provide remote exams to evaluate how well participants in PMCDP curriculum courses have met the stated goals and objectives.

The expert proctoring services include scheduling, administration, accurately recording results, appropriately maintaining and providing results to the Office of Project Management, Project Management Career Development Program.

Within this requirement, there are two distinct tasks, (1) provide nationwide testing facility sites for participants to complete electronic assessments as part of the course or candidacy via the use of automated assessment scoring technology; (2) schedule, and proctor the required assessments.

The full range of services provided shall successfully achieve the requirements described in this Statement of Work (SOW).

The work consists of administering tests nationwide.

The services shall provide nationwide testing facility sites.

Each testing facility shall have the capability to ensure confidentiality of PMCDP information.

Testing facility sites shall provide a safe and secure environment for all participants and PMCDP information or data.

Access to these sites shall be restricted to participants, contractors, PMCDP staff, and any other authorized personnel.

The services shall employ quality control by checking identification at the testing locations.

The services shall not disclose any information obtained in connection with work completed under the contract.

Services shall be provided in a manner that prohibits inadvertent transfer of PMCDP information or data.

The services shall provide a participant scheduling web portal accessible via the internet.

The services shall provide appropriate electronic hardware and software with internet connection and a confidential electronic testing web portal for test candidates, and shall set up, maintain, proctor and administer the selected PMCDP assessments.

The services shall accurately score and record the results.

The services shall provide an administrator web portal accessible via the internet for assigned PMCDP POC(s).

The scores and the questions and answers shall be available to the PMCDP via the administrator web portal.

The services shall offer the PMCDP assessments during test periods as specified by the Contracting Officer?s Representative (COR).

Each test period for each participant will be approximately 30 days after the assessment is made accessible in the administrator web portal.

Subject to limitations, the services shall allow participants to schedule and take the PMCDP assessments at any time during the scheduled test period.

The services shall provide to the PMCDP all reasonably applicable and appropriate information technology, network and software upgrades.

The Government intends to award a sole source purchase order to PSI, LLC.

The period of performance for this award will be from January 23, 2019 to January 24, 2020.

This award will not exceed the Simplified Acquisition Threshold.

The federal service code for this is U010 - EDUCATION/TRAINING - CERTIFICATIONS/ACCREDITATIONS PSI, LLC is the only vendor that provides unique resources and meets all the Governments requirements with regards to testing solutions being administered to program participants.

In accordance with Competition in Contracting Act, 41 USC 253 [c] [1], as implemented by FAR 6.302-1, other than full and open competition is authorized when there is only one responsible source and no other supplies and services will satisfy agency requirements.

This is a NOTICE OF INTENT; no solicitation is available for this requirement.

If a firm believes DOE should not pursue this sole source procurement with PSI, LLC, then interested parties may submit a capability statement, which shall be considered by the agency NO LATER THAN January 19, 2019, by 5:00 p.m.

The written response must include a general statement for services indicated in this announcement and past performance client information for similar work.

A determination by the Government to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government.

Information received will normally be considered solely for the purpose of determining whether to conduct this requirement competitively in the future.
